1. Introduction

 

The purpose of the foundation’s organisation-based strategy for 2008–2013 is to specify a vision of the Estonian society which the foundation can follow in setting its objectives and implementing its activities, the impact objectives required to achieve this vision, the mission of the Foundation, its values, and organisation-based development objectives.

The objectives set out in the strategy are divided between internal and external environments:

The external environment – i.e. our vision and impact objectives – is the influence on the society which we must achieve as a result of our activities in different fields.

The internal environment – i.e. the development objectives of the organisation (finances, personnel and development, internal processes and clients and partners) – is the influence on the organisation and its members which we must achieve as a result of the development activities of the organisation.

2. Vision of the Estonian society

 

Estonia is tolerant and offers equal opportunities to all.

3. Mission

 

To initiate and support activities designed for the integration of the Estonian society.

In order to achieve this we will:

 

  • gather information and experience related to integration activities and implement them in supporting the integration process;
  • act transparently and in accordance with our objectives, treating all of those involved in the integration process equally; and
  • engage representatives of various target groups in our activities.

 

The specific nature of the role of the Foundation in achieving this vision will be clarified by the impact objectives of our activities.

4. Impact objectives

 

Educational and cultural integration

 

  • Opportunities have been created for children who do not speak Estonian as their native language to acquire the language in ways that are appropriate to their age;
  • School graduates, irrespective of the language of instruction of their school, are able to function in the society and have sufficient knowledge of the Estonian language to continue their education and compete in the labour market;
  • Teachers have been trained to work in a multilingual and multicultural learning environment with students differing in their levels of proficiency in Estonian;
  • Equal opportunities are available to all the young people living in Estonia to continue their studies and to form positive attitudes towards one another through collaboration;
  • People living in Estonia are tolerant of one another and all the ethnic groups residing in the country have the opportunity to study and promote their native language and culture.

 

Social and economic integration

 

  • People living in Estonia have equal opportunities to manage financially;
  • People living in Estonia are able to compete in the labour market, acquiring new skills and knowledge in order to do so.

 

Legal and political integration

 

  • The proportion of Estonian citizens has increased and all members of the society are involved in decision-making processes;
  • Awareness of equal treatment has increased among the residents of Estonia, including officials;
  • An environment supporting integration has been created at the state and local government levels;
  • People living in Estonia, irrespective of their native language, are informed of what is happening in the Estonian society.

 

5. Values

 

  • Competence – we value expertise and acquisition and application of new skills and knowledge.
  • Care – we value every person and are tolerant of one another.
  • Cooperation – we recognise the efforts of our colleagues and partners, we support their development and we are trustworthy.
  • Openness – we initiate and support new ideas and take an active role in dialogues.
