Foundation Our People
1. General principles
1.1 In order to support the preservation of the Estonian nation and its culture and to ensure a well-integrated working population, the Integration and Migration Foundation Our People (MISA) provides financial support for the following:
1.1.1 return – the settlement of ethnic Estonians and Estonian citizens and their descendants in Estonia;
1.1.2 remigration – the voluntary resettlement of aliens from Estonia in their ethnic countries of origin or other countries that belong to the European Union, European Economic Area or Swiss Confederation.
1.2 The Migration Foundation has the right but not the obligation to provide financial support for migration.
2. Principles of paying return support
2.1 An applicant for return support must be an Estonian citizen or an ethnic Estonian who holds an Estonian residence permit and who:
2.1.1 has emigrated from Estonia at least 10 years prior or has been born in a foreign country;
2.1.2 has returned to Estonia permanently within the last six months and has registered their place of residence in the Population Register of the Republic of Estonia;
2.1.3 has preserved a connection with Estonian culture, respects the Estonian state and its constitutional order;
2.1.4 due to their economic and social situation, is in need of financial support in order to return to Estonia.
2.2 MISA has the right to make exceptions if the applicant indicates extraordinary circumstances for this.
2.3 The paying and the amount of the return support are decided by the director of the MISA, which considers all relevant circumstances when making the decision and the proposal provided by the corresponding employee.
3. Amount of the return support
3.1 The return support consists of the basic support and additional support:
3.1.1 basic support of up to 640 euros;
3.1.2 additional support for a minor of up to 640 euros per child;
3.1.3 additional support for a pensioner of up to 640 euros
(paid to an applicant who has received old-age pension in a foreign country but has lost it due to resettlement in Estonia).
3.1.4 additional subsistence support of 640 euros;
3.1.5 compensation for transport expenses of personal property of up to 640 euros.
3.2 The total sum of return support may not exceed 2,000 euros per applicant.
3.3 Exceeding the limit of the additional support of return support and the amount of the support is approved in case-by-case basis by the director of MISA upon a proposal from the head of the civil education and migration unit.
3.4 The total amount of return support to be allocated by MISA must remain within within the limits of the corresponding budget line. The budget line can be changed with a decision of the council on account of the budget line for remigration support.
4. Principles of paying remigration support
4.1 An applicant for remigration support must be an alien* who has lived in Estonia permanently for at least the last 10 years.
4.2 The applicant must hold a valid travel document or other document allowing their return, and an immigration permit from the country of destination (including for any minor remigrating with them);
4.3 A decision must have been made concerning the invalidation of the residence permit of an applicant who holds an Estonian residence permit, with the date of revocation being set no later than two months from the formulation of the support.
4.4 An applicant who has held Estonian citizenship must be deprived of it by a decision of the Government of the Republic.
4.5 When submitting the application, the applicant must undertake a written obligation to give up permanent residency in the Republic of Estonia.
4.6 Remigration support is not paid in the following circumstances:
4.6.1 the applicant is an ethnic Estonian or an Estonian citizen;
4.6.2 the economic and social status of the applicant does not justify the payment of support;
4.6.3 some close relatives of the applicant stay in Estonia and, according to the Estonian legislation, the applicant has the right to apply for a residence permit to settle with them.
4.7 MISA has the right to make exceptions if the applicant indicates important reasons for this.
4.8 The payment and the amount of the return support is decided by the director of MISA, who considers all relevant circumstances when making the decision and the proposal made by the corresponding employee.
5. Amount of remigration support
5.1 Remigration support consists of basic support and additional support:
5.1.1 basic support of up 320 euros;
5.1.2 additional support for a minor of up to 320 euros per child;
5.1.3 additional support for a pensioner of up to 320 euros (paid to an applicant who has received old-age pension in Estonia but will lose it due to remigration);
5.1.4 additional subsistence support of 320 euros;
5.1.5 compensation for transport expenses of personal property of up to 320 euros.
5.2 The total sum of remigration support may not exceed 1,000 euros per applicant.
5.3 The limit of additional support of remigration support and exceeding the sum of the support is approved in case-by-case basis by the director of MISA upon the proposal made by the head of the civil education and migration unit.
5.4 The total amount of return support to be allocated by MISA must remain within within the limits of the corresponding budget line. The budget line can be changed with a decision of the council on account of the budget line for remigration support.
6. Implementing Provisions
6.1 The list of documents necessary for applying for the support and the procedure for handling the applications as well as the rules for paying the support are laid down by the management board.
6.2. To declare the Principles of Paying Migration Support approved by the resolution of the council of the Integration and Migration Foundation Our People (MISA) on 8 December 2008.
6.3 The resolutions shall enter into force on 1 January 2011.
